Reconnecting Our Communities

For too long, transportation has served to divide our communities and bisect the city we all call home. Fixing our broken transportation system requires focusing on reconnecting communities. Safe, reliable, affordable transportation choices are the cornerstone of economic opportunity – that’s why we’ll prioritize complete streets and multimodal transit in all 99 neighborhoods.


Policy Priorities

Investing in traffic calming initiatives that slow speeds and make our streets safer for pedestrians. 

We believe every street in Birmingham should be safe, walkable, and built for people – not just cars. That’s why we’re expanding traffic calming efforts across Birmingham, prioritizing low-cost, high-impact solutions that slow speeding and protect pedestrians. We’ve funded dozens of solutions at dangerous speeding hotspots, but with 300 pending requests, there’s still more work to do. By centering BDOT’s Traffic Calming Program on a vision of eliminating roadway casualties, we’ll pair physical infrastructure with long-term planning and a commitment to modal parity. We’ll also create a permanent funding stream for the Traffic Calming Program to effectively coordinate, scale, and prioritize self-enforcing projects.

Creating complete streets to connect our communities through micromobility.

Birmingham’s roadways should serve all of their users, whether they walk, bike, ride transit, or drive.  Since the passage of our Complete Streets Ordinance in 2018, the City of Birmingham has redesigned miles of neighborhood streets to meet this mandate – adding fresh sidewalks, bike lanes, and safer pedestrian crossings. Leveraging the city’s greenhouse and horticulture team, we’ve also undertaken significant replanting efforts that shade asphalt pavement and reduce surface temperatures. Over the next four years, we’ll strengthen our commitment by adopting a universal complete streets design manual and tying capital investments to safety and accessibility outcomes. 

Seeking state, federal, and philanthropic support to expand rapid and on-demand public transportation options.

A connected Birmingham is a more equitable Birmingham. That’s why we’ve invested $64 million in the expansion of public transit, including developing the 10 mile east-west corridor for our bus rapid transit system, the Birmingham Xpress. And we’ve renewed that commitment by keeping fares completely free, so every resident can use transit regardless of their ability to pay. With the right investment, we can connect more neighborhoods to jobs, healthcare, and education through modern transit infrastructure. We’ll partner with the Birmingham-Jefferson Transit Authority to pursue funding opportunities to expand Birmingham Xpress with a north-south corridor, and continue offering free fares.


Randall’s Record

  • Paved nearly 10,000 potholes so our residents can commute to work with peace of mind. 
  • Distributed 60 free electric bikes to qualified residents in partnership with the Housing Authority of the Birmingham District (HABD), Redemptive Cycles, and Cawaco RC&D.
  • Committed to alternative fueled vehicles by opening two City-owned E-85 fueling facilities, supporting the operation of 70 battery electric vehicles and 50 hybrid automobiles.
  • Committed $30 million over the past two fiscal years to paving main arteries and neighborhood streets alike. 
  • Helped launch Birmingham’s first bus rapid transit route, connecting 25 neighborhoods via a 10-mile transit corridor. 
  • Secured $8 million in railroad safety infrastructure, improving dangerous rail crossings and boosting mobility equity. 
  • Partnered with Veo and Lime to offer bike and scooter rentals to visitors, including subsidies for low-income families through Veo and accessibility vehicles for differently abled riders.
  • Obtained a nearly $1 million grant to connect major Uptown developments to Norwood via a multi-modal protected transit corridor. 
  • Fully repaved 173 miles of city streets. 
  • Ensured all new pedestrian infrastructure projects are compliant with Americans with Disabilities Act standards, so everyone can choose their preferred mode of transportation regardless of ability.
